I think the tax on petrol is the fairest way to go as makes it a user pays system. On this subject how about putting tolls on all Freeways in mornings between 7am-10am unless car pooling. Create cleaner cities as force's car pooling and hopefully a better public transport system. The times I have travelled on Eastern Freeway, Melbourne between these times I reckon over 90% would be driver only occupied. Re point 6.
